Stephen GatesStephen Gates has more than 35 years of experience in managing a wide variety of infrastructure projects using design-build, design-build-operate, construction management at risk, GC/CM, partnering and program management, as well as traditional design-bid-build methods.

A passionate advocate for design-build contracting, Mr. Gates has dedicated his career to advancing design-build, while establishing, implementing and advocating best practices for the development and execution of a wide variety of design-build projects. He has led design-build project development and delivery for both public and private owners in the environmental space including water, wastewater, stormwater, conveyance, treatment and hazardous waste site remediation projects. Mr. Gates is a nationally recognized expert in integrated project delivery and has successfully managed the completion of environmental facilities valued well over $4 billion.

Dedicated to sharing lessons learned, Mr. Gates is highly published on design-build project delivery methods in both mass media/trade publications and peer-reviewed references.

His career includes leadership positions during start-up of design-build businesses for three companies in the environmental sector. Currently, Mr. Gates is a Senior Vice President of Brown and Caldwell, a leading national full service firm dedicated exclusively to environmental projects. He is a key leader for the firm’s integrated project delivery (IPD) services, with specific responsibility for IPD business development activities companywide.

Mr. Gates received his Bachelor of Science in Civil Engineering from Tufts University with cum laude honors and is Board Certified by the American Academy of Environmental Engineers. He is a Professional Engineer in numerous states and a Licensed Construction Contractor. He serves on the Board of Directors of the Water Design-Build Council and chairs its Research Committee.
