Legislator

State Senator Dave Cox
California, 11th District

Since 2004, Senator Dave Cox has represented California’s 1st Senate District. Throughout that time, he championed design-build in the California State legislature, working with DBIA to craft legislation that works for California’s public owners and to promote design-build best practices. His death this past July is a loss to the district he served and to the design-build community in California. Senator Cox authored numerous design-build bills and enjoyed an enviable track record of success in a state that can be resistant to this project delivery method. His legislative accomplishments include expanding designbuild authority for both state and county agencies, reducing minimum budget thresholds for design-build delivery and ending or extending sunset provisions.

Industry Professionals

William G. Hasbrook, Jr., DBIA
Webber, LLC

With more than 35 years in the industry, including decades of design-build experience, Mr. Hasbrook, has worked on both the design and construction sides of nearly every sector including: power, process, commercial, food and beverage, pharmaceutical, heavy/civil, transportation and manufacturing. He has been responsible for projects with a combined total installed cost of greater than $13 billion. Throughout his career, he has consistently advocated for design-build by promoting this project delivery method to state and local government agencies as well as private companies. A member of DBIA since 1993, Mr. Hasbrook has served at the chapter, regional and national levels and is a DBIA approved instructor.

William Reifsteck, DBIA

Mr. Reifsteck has more than 25 years of construction industry experience and has led projects of every size in the industrial, healthcare, higher education and public sectors. Through his work with numerous ENR top design-build and general contractor firms he has developed significant expertise in almost every area of project management. As a result, he is a sought-after consultant on large industrial projects and often works with multi-national construction companies. A national and internationally recognized construction leader, Mr. Reifsteck has authored several significant articles on construction best practices.

Dr. Jennifer S. Shane
Iowa State University

Before entering graduate school in Construction Engineering and Management at University of Colorado at Boulder, Dr. Shane earned an undergraduate degree in Civil Engineering from the Colorado School of Mines. As a graduate student, she joined the National Cooperative Highway Research Program (NCHRP) and contributed to projects including the “Report to Congress on the Effectiveness of Design-Build” required by TEA-21. Her 2006 doctoral dissertation explored the development of scope definition in highway design-build projects and her graduate work was honored with the DBIA 2004 Distinguished Leadership Award for Students. Through her teaching and research efforts at Iowa State University, she continues to make significant contributions to the design-build industry. Her papers include “Independent Comparative Evaluation of Design-Build v. Conventional Project Delivery for Municipal Water and Wastewater Facilities” prepared for the Water Design-Build Council and “Construction Project Administration and Management for Mitigating Work Zone Accidents and Fatalities” for the Midwest Transportation Consortium.
