Transportation Owner of the Year
Located in fast-growing Northern Virginia, Prince William County is part of the Washington Metropolitan Area. When the 2010 Census is complete, Prince William is forecast to have more than doubled its population within a decade. Along with the rest of the region, the county suffers from severe road congestion. The region often ranks within the top five most congested areas in the nation.
Over the past three years, county transportation officials have aggressively implemented the processes provided for under Virginia’s design-build enabling legislation, the 1995 Public-Private Transportation Act (PPTA), to combat its traffic problems. As a result, three signficant transportation projects have been completed using design-build delivery. The centerpiece of this design-build effort is the expansion and improvement of Route 15 (James Madison Highway) completed in five phases over several years.
In addition, the county has undertaken two new four-lane facilities, both of which included bridges and intersection work. These projects were completed on time and on budget despite challenges including differing site conditions, weather delays, and shared risk items such as utility relocation and right-of-way acquisition.
As a relative newcomer to the design-build process, the Prince William DOT, has reached out to the design-build community by attending seminars and conferences relating to the design-build delivery method provided by DBIA. They have sought out advice from others experienced in design-build and have placed DBIA member and county Capital Projects Division Chief, Khattab Shammout, in charge of project management of each of the design-build projects undertaken by the DOT.
