Stellar Hires Hawkins
In early August, Stellar announced that it had hired Steven Hawkins as director of its Automation Services Department. In that position he will oversee the department and all aspects of automation on Stellar projects.
ARCADIS Adds McNulty
ARCADIS has added Peter F. McNulty, P.E., as vice president within the U.S. Infrastructure Division. Based in the Braintree, Mass., office, Mr. McNulty will work with the company’s public clients to develop and manage major heavy infrastructure projects.

B&V’s Safety Success
In July, Yorkshire (U.K.) Water recognized Black &Veatch’s commitment to health and safety at an awards ceremony. Kevin Carlisle, foreman of a work gang, or ganger, won an award in the “Individual Contribution” category of Yorkshire Water’s Partner Awards. He was honored for his dedication to improving site safety and his approach to creating a culture of safety among his co-workers.
H&A on International List
H&A Architects & Engineers ranked 179 on Engineering News-Record’s 2010 Top 200 International Design Firms list. It was one of 70 U.S. firms on the list, recording over $18 million in revenue for international engineering services in 2009. H&A Architects & Engineers is the firm formed by the merger of Hankins and Anderson Inc. and CMSS Architects.
CH2M HILL People Honored
CH2M HILL is pleased to announce that four inductees to the National Association of Clean Water Agencies’ Hall of Fame have roots in that company. They are current employees Alan Ispass, vice president and global director of Utility Management Solutions, and Edward Wagner, senior project consultant, and alumni Charles Gibbs and Michele Pla. The Hall of Fame honors those who have made a significant positive impact on either the evolution of the association or its ability to effectively represent the interests of the clean water community.

B&V Releases Survey Results
On August 2, Black & Veatch released the results of their sixth 50 Largest Cities Water and Wastewater Rate Survey. One important finding was that water and wastewater bills for residential use have increased at a steady rate since 2001. The report cites five key factors in these increases: commodity price increases; lower consumption and higher fixed cost; increased labor costs due to benefits; influence of wastewater legal action; and aging infrastructure. The last factor correlates with findings in the American Society of Civil Engineers’ The 2009 Report Card for America’s Infrastructure.

B&V Appointed to Panel
Black & Veatch has been appointed to Barwon (Victoria, Australia) Water’s Technical Services panel. This panel consists of six engineering companies that will provide a range of services to Barwon Water for water, wastewater and recycled water treatment assignments until July 2013. Barwon Water is Victoria’s largest regional urban water corporation, providing water to more than 275,000 people across 8,100 square kilometers.

New Contracts
Australian Alliance
KBR, Black & Vetch, Baulderstone and UGL Infrastructure have joined in the Eastern Tertiary Alliance to design and build one of the world’s largest advanced tertiary wastewater treatment plants for Melbourne Water. The project, valued at US$330 million, will include a major upgrade to Melbourne Water’s Eastern Treatment Plant and aims to treat an average of 380 megalitres per day, peaking at around 700 megalitres.
Corps Signs ECC-RMA
ECC-RMA, LLC, was one of four contractors awarded a five-year base plus one option period $150 million indefinite delivery/indefinite quantity unrestricted multiple award task order for design-build services from the U.S. Army Corps of Engineers South Pacific Division. Work under the contract includes new construction, renovation, repairs, preventative maintenance, environmental abatement, erosion control, earthwork and operations, as well as timely response to the remediation of facilities, on projects located in the Los Angeles, Albuquerque, Sacramento and San Francisco Districts of the Corps.
Veolia Water Wins Contract
QUIP SA awarded Veolia the contract for a water treatment package for the Petrobras Papa Terra P63 project in the Campos Basin, offshore of Brazil. The water treatment package will treat seawater and comprises pre-treatment and seawater sulphate removal systems to remove sulphates and other divalent ions from injection water to enhance oil recovery.
KBE Leads Design-Build Team
KBE Ventures will be leading the team that will be designing and building the Armed Forces Reserve Center in Middletown, Conn. The fast-tracked project calls for a 164,000-square-foot facility to serve four Army Reserve units and six Connecticut Army National Guard units. It will include administrative, educational, assembly, library, learning center, vault, weapons simulator and physical fitness facilities, as well as a vehicle maintenance shop and storage.
Legoland Florida Selects PCL
In early August, Legoland Florida chose PCL Construction Services Inc. as the designer-builder for the theme park going up on the grounds of the former Cypress Gardens in Winter Haven. The 145-acre interactive theme park is scheduled to open in fall 2011.

Stellar Breaks Ground on Three
During the second quarter of 2010, Stellar broke ground on three projects for the U.S. Army Family Morale, Welfare and Recreation Command as part of its nonappropriated fund indefinite quantity/indefinite delivery contract. The three projects are:
- The Camp Lejeune, N.C., Exchange, a 100,000-square-foot renovation and 40,000-square-foot addition.
- At the Henderson Hall, Va., Marine Corps base Exchange, Stellar is doing a 82,000-square-foot renovation and 15,000-square-foot addition.
- In Quantico, Va., Stellar is expanding a fuel station and package store, a nearly 10,000-square-foot addition that will include replacing an existing fuel system, pump and canopy.
Proton Therapy Center Under Way
On August 5, health care leaders broke ground on a $185 million proton therapy center in San Diego. The center, which Scripps Health will use to treat cancer patients, will be the first such facility in San Diego County and only the second in the western U.S. to offer this advanced therapy. Haskell Design-Build is the architect and general contractor, working with Scripps Health, Scripps Clinic Medical Group and Advanced Particle Therapy LLC.
Near-Record Girders for UDOT
Design-build contractor Kiewit/Clyde enlisted Hanson Structural Precast to fabricate prestressed concrete girders for the Utah Department of Transportation’s EXPRESSLink project for a bridge spanning the busy railroad yard at the site. The girders are 95- to 195-feet long, the longest for Utah and close to the record 215 feet for such girders. The project will add six lanes to Interstate 15 and requires replacing four bridges, all on a short deadline. The girders were fabricated by Hanson Structural Precast.

Nevada DOT Retains CH2M HILL
The Nevada Department of Transportation has retained CH2M HILL to lead the development of a system master plan for the I-15 corridor and its systemic connectors between Southern California and Northern Utah. CH2M HILL will be working with the I-15 Mobility Alliance to define a long-range multimodal transportation system vision, governance, funding strategies and project prioritization to serve all modes along the corridor.
