New Balfour Beatty Region
In May, Balfour Beatty Construction named John Tarpey CEO of its newly established North Region, serving marketing in the northern half of the United States and Canada. The decision to regionalize the company’s operations comes from significant organizational changes and acquisitions over the past year. These changes not only increased the size of the company but also extended its reach into new markets.

Bannett Named to Board
Barry E Bannett has been named to the Board of Trustees of Kennedy University Hospital for a three-year term. Mr. Bannett is the CEO of the Bannett Group, Ltd., and a former member of the DBIA Board. Kennedy has hospital campuses in Cherry Hill, Stratford and Washington Township and has outpatient facilities throughout Camden and Gloucester counties. The Kennedy Health System is a principal hospitaal o fthe University of Medicine and Dentistry of New Jersey and a member of the University of Pennsylvania Cancer Network.

New Contracts

Running Rings around Saskatoon
AECOM Technology Corporation will be the lead designer for a joint venture that has been awarded a design-build contract for the Circle Drive South project in Saskatoon, Saskatchewan, Canada. This will be the largest single construction effort in the city’s history and the province’s first alternative delivery design-build transportation contract. The total project value will be US $277 and will include a new south bridge that will cross the South Sasketchewan River, 4.3 miles of four-to six-lane divided freeway, four roadway interchanges and four railway grade separations. AECOM will also provide railway, stormwater, environmental site-remediation and sound-attentuation services.

Burns & McDonnell Powers Up
Burns & McDonnell has been selected as part of a team that will design and build a new 650-megawatt power station in South Texas. International Power and South Texas Electric Cooperative selected the design-build team for the Coleto Creek Unit 2 coal-fired plant in Goliad County. Constructin of the $1.4 billion project is scheduled to begin in late 2011. The facility will be operated by International Power; STEC, which will own 49 percent, will supply eight co-ops serving 170,000 customers.

Skanska to Build Parking Garage
Skanska has been selected by Tampa International Airport to be part of the design-build team to design modifications to the existing parking and rental garage facilities to accommodate a new rental car concession agreement.

Opus to Build Oakview Facility
In early May Opus North Corporation announced a design-build construction conract with King Shan, LLC for a 35,000-square-foot warehouse/distribution facility in West Dundee, Ill. King Shan, a leading manufacturer of steel wire and metal fabrication products headquarterd in Taipei, Taiwan, originally planned to purchase an existing building, as they needed space by the end of the third quarter. Opus presented a complete package that included the land, design and construction within their time frame. The facility will be located on 2.48 acres at Oakview Corporate Park and is strategically located near original equipment manufacturing clients.

Navy Chooses Design-Build
In May, the Naval Facilities Engineering Command (NAVFAC) awarded a five-year contract, $4 billion joint total acquisition value, indefinite delivery/indefinite quantity design-build mutliple award construction contract to seven firms, including dck-ecc pacific guam, LLC. This is the largest contract ever awarded by NAVFAC Pacific and will be used as the primary vehicle for delivering construction on Guam and other locations in support of the relocation of over 8,000 Marines from Okinawa to Guam.

NGA Selects Parsons
The National Geospatial Intelligence Agency has selected Parsons to provide base operations sservices at its Springfield, Va., facility. Services will include facility management and operations, campus planning and engineering, logisticcs, transportation, environmental, occupational health and savety and security.

Balfour Beatty on the Air
NPR has chosen Balfour Beatty Construction to provide preconstruction services and manage construction of its new headquarters in Washington, D.C. The new headquarters will transform a historic warehouse into a sustainable 330,000-sqare-foot office building. In the process there will be selective demolition and restoration of the existing structure, which will connect to a new structure incorporating office and studio spacce. The project is designed to meet LEED Gold standards and, in addition to its sustainability, is expected to help revitalize an emerging neighborhood. Construction is scheduled to begin this fall, with completion scheduled for the end of 2012 and NPR beginning operations in early 2013.

Healthy Cleveland
Cleveland Medical Mart & Convention Center and Cuyahoga County have selected URS Corporation and Turner Construction as the design-build team for their new facility. The new Cleveland Medical Mart & Convention Center will integrate permanent showrooms with trade show and conference facilities, focusing on the medical industry, in a single structure. URS will act as the architect of record with Turner as the design-build contractor.

Mortenson to Build New Barracks
In late May, the Fort Worth District of the U.S. Army Corps of Engineers announced that it had awarded Mortenson Construction a $10.3 millin design-build contract for its new Warrior in Transition Barracks at Fort Leonard Wood, Mo. The barracks will be an apartment-style facility for single soldiers who are recuperating from injuries. It is part of a larger complex that includes administrative offices and a Soldier Family Assistance Center.

Ontario Power
Peter Kiewit Sons Co. will be partnering with Aecon Group on a $1.7 billion Canadian design-build contract for Ontario Power Generation.

New Virginia Prison
Hensel Phelps Construction has been awarded a $174 million contract to build a new medium security prison near the Rockview (Va.) state prison. According to a Department of General Services bid summary, Hensel Phelps outscored the other two short-listed firms on its design-build rating and second on both cost and technical ratings. The building will be energy efficient, to help cut operating costs, and, as a design-build project, construction will begin based on the preliminary design.

A Green Hotel for R.I.
A groundbreaking ceremony in North Kingston, R.I., marked the beginning of construction of what is planned to be the state’s first LEED certified hotel. Pro Con Inc. is the architect and construction manager for the new Towne Place Suites by Marriott hotel in the Quonset Business Park. The hotel is being developed as part of the Gateway Parcel Master Development and is scheduled to open in the spring of 2011.

Industry News

Meetings re Billings Courthouse
In early June two meetings were held to offer new insight in the new federal courthouse in downtown Billings. Mortenson Construction, the design-builder, held a subcontractor and supplier meeting to give businesses an opportunity to meet with the project team and learn about opportunities to take part. Later that week the U.S. General Services Administration held an open house to give local citizens a chance to view the overall project. Team members were on hand to discuss details, including the design, sustainability features, jobs and subcontracting opportunities and art and urban development.
