Bill Flemming is a Co-Chief Operating Officer at Skanska USA Building where he is responsible for the company’s overall management and operations of its Boston, Connecticut, New York and New Jersey offices. He also oversees the company’s procurement business and national Green Council.
Previously, he was Corporate Senior Vice President of Pre-construction Services at Skanska responsible for streamlining national procurement and design management, including assisting local operations in managing the construction and design processes on design-build projects.
Flemming has piloted Skanska’s involvement on high profile, design-build projects including the New Meadowlands Stadium, the Census-Bureau, Carilion Hospital and the Moffitt Cancer Center. He has also been involved in design-build projects for higher education clients among other market sectors.
Through Flemming's efforts, Skanska developed and implemented a detailed construction database of system and elemental costs and provides parametric cost modeling methods, both of which have proven highly effective in reducing the timeframe and maximizing the accuracy of cost information. This system is employed on a company-wide basis throughout the U.S.
Flemming has an M.B.A. from Golden Gate University, a B.S. in Construction Management, and a B.S. in Architectural Engineering Technology from the University of Cincinnati. He is a member of the International Society of Pharmaceutical Engineers (ISPE).
