Mr. Hooghouse is a Senior Architect at the Headquarters for the United States Army Corps of Engineers, where he currently serves as the Deputy Chief Architect of the Corps, responsible for developing the guidance & policies for the Army’s Military Construction program. Mr. Hooghouse heads the daily operations of the Architectural Community of Practice and is the Subject Matter Expert for the Army in the areas of Industry Standards & Facilities Standardization.
His professional experience includes private industry practice with a background in Real Estate Development & Construction. His Federal career began in 1990 as an Installation Architect & Master Planner for the US Coast Guard. In 1992 he joined the Corps of Engineers as a Designer and Program Manager for the Norfolk District in Virginia. From 1997 to present, he has been in Washington, DC as the Program Architect for the largest facilities initiatives in the history of the US Army. In 2003, he served in Afghanistan in support of Operation Enduring Freedom, as US Central Command’s Senior Advisor to the Minister of Defense. He has served in numerous key positions within USACE including Special Assistant to the Commanding General and Deputy Chief Value Engineer.
Mr. Hooghouse is a Registered Architect (DC); holds a Certificate of Mastery in Design-Build; Designated Design Build Professional; and Certified as an Associate Value Specialist. His professional affiliations include the American Institute of Architects (AIA), where he was appointed to the Public Architects Advisory Group. In 2006, he was appointed to the Board of Directors for the Design Build Institute of America (DBIA), and is a member of the Society of American Military Engineers. Mr. Hooghouse holds undergraduate degrees in Engineering Technology & Leadership/Management, and is pursuing an MBA in Contracts & Procurement. He is a graduate of the Army Management Staff College, Command & General Staff College (OLE), and the Department of the Army’s (CP18) Leadership Development Program.
Mr. Hooghouse has received numerous awards and honors including: SAME (DC) Award for “Outstanding Contributions to Architecture”, Defense- Value Engineering Award, DBIA “Distinguished Leadership” Award, SAVE “Presidential Citation”, 2003 Architect of the Year, Superior Civilian Service Medal (Two Awards), Commander’s Award for Civilian Service (Three Awards), Combat Service Award.
