Luis has spent over 22 years with PCL occupying a variety of operational positions both in the field and in the district office. Luis holds a Bachelor of Science degree in Civil Engineering and a Master’s Degree in Business Administration. He has been involved with PCL’s sponsor of the DBIA Water/Wastewater Conference for the past 6 years. Luis has experience in project management, estimating, and contract risk management. Over the past seven years, Luis has been very active in the delivery of construction projects through the design-build and CM-at-Risk methods.
