Iowa

Iowa has very limited authority to use design-build for public procurement of projects.

The bill relates to the military code by amending the powers of the adjutant general and by allowing the armory board to enter into design-build contracts for the construction of certain national guard facilities.
This bill makes changes to the military code relating to certain powers of the adjutant general and the armory board. Code section 29A.12 is amended to authorize the adjutant general to accept and expend nonappropriated funds in accordance with state and federal law and regulations. Code section 29A.57 is amended to authorize the armory board to enter into a contract known as a "design-build contract" to construct a facility for use by the Iowa national guard or the Iowa national guard and other armed forces of the United States where the construction funding is entirely federal moneys. The bill defines design-build contract.

Signed into law 4/17/2007 This new law while very limited does move Iowa into the category of having some statutory authority to use design-build for public procurement.
