The Governor George Deukmejian Courthouse was delivered through a unique public-private partnership and is the first social infrastructure project in the United States procured under the principles of Performance-Based Infrastructure contracting. This structure allowed the design-build team to incorporate the strengths of both sides of the public-private sectors on a large, complex building. Constructed in downtown Long Beach amongst existing infrastructure, the team needed to coordinate with the various utilities to relocate water, power, telephone, etc., lines. Working in advance meant that all permits were in place before construction began, preventing delays. Since the project was on a very aggressive fast track schedule, keeping to the schedule was imperative. The design-build team succeeded, delivering the 545,000-square-foot courthouse and 399,000-square-foot parking facility 11 days early.
