Governor Bill Owens (CO) is a recognized authority on infrastructure and the challenges facing our country in terms of building and rebuilding the roads, bridges, airports, power and water systems upon which our economy depends. Mr. Owens will address the need for infrastructure renewal and expansion in the near-term, and the compounding factors likely to make updates and upgrades more difficult and more expensive if projects are deferred into the future; the short- and long-term economic opportunity created by infrastructure improvement initiatives; identifying and evaluating infrastructure financing options that can enable states, municipalities, transportation districts, and departments of transportation to continue infrastructure maintenance and improvement despite challenging budget realities and difficult political and economic climates.
