Conference Program

The 2012 Design-Build in Transportation Conference will provide attendees with up to 14 hours of continuing education units (CEUs). Owners are eligible to earn an additional 4 CEUs by attending the Owners Intro to Design-Build session on Wednesday, April 25.

Opening Session: America's Infrastructure Challenge

Governor Bill Owens (CO) is a recognized authority on infrastructure and the challenges facing our country in terms of building and rebuilding the roads, bridges, airports, power and water systems upon which our economy depends. Mr. Owens will address the need for infrastructure renewal and expansion in the near-term, and the compounding factors likely to make updates and upgrades more difficult and more expensive if projects are deferred into the future;  the short- and long-term economic opportunity created by infrastructure improvement initiatives; identifying and evaluating infrastructure financing options that can enable states, municipalities, transportation districts, and departments of transportation to continue infrastructure maintenance and improvement despite challenging budget realities and difficult political and economic climates. Read Full Bio

Robert Poole is Director of Transportation Policy and the Searle Freedom Trust Transportation Fellow at the Reason Foundation. Over the past 20 years, he has helped introduce a number of policy ideas into U.S. transportation, including long-term toll concessions, HOT lanes, and truck-only toll lanes. Bob produces Reason’s monthly e-newsletter, Surface Transportation Innovations, and writes a monthly column on transportation policy for Public Works Financing.. Secretary Sherri LeBas

Sherri H. LeBas was appointed as Secretary of DOTD in June 2010 and has 26 years in state service in Louisiana. By applying for DBIA’s Owner Education & Travel Fund, owners have the opportunity to qualify for a complimentary full conference registration and/or a portion of airfare and hotel costs. There are a limited number of scholarships available for each conference so early application is encouraged.
