Chris Lloyd leads the Consulting Infrastructure and Economic Development team of the international firm McGuireWoods Consulting. He specializes in site selection and economic development incentives negotiations. Mr. Lloyd has worked closely with clients on numerous public-private partnerships for transportation and other infrastructure projects and played a leading role in the development and passage of Virginia’s public-private partnership laws— statutes that have become model legislation for use in other states. As a result of this work, Mr. Lloyd speaks around the country on economic development policy issues and P3 projects.

Michael Loulakis’s firm, Capital Project Strategies, provides strategic procurement, contracting and risk management advice to clients developing and constructing capital projects. An engineer and attorney, Mr. Loulakis has substantial experience on complicated transportation and water projects delivered through design-build and PPP processes. Currently, he represents the Metropolitan Washington Airports Authority on its $2.5B Dulles Rail project and is engaged by the Southern Nevada Water Authority as an adviser on procurement and contracting for the Lake Mead tunnel project. Additionally, Mr. Loulakis consults with numerous agencies, including the Virginia DOT, on design-build and PPP procurement and contracting practices. Active in DBIA since 1993, Mr. Loulakis was instrumental to drafting DBIA’s model design-build contracts, and authors the highly regarded “Design-Build Lessons Learned” series.
