Filanc Construction Company/HDR Engineering team designed and built a new wastewater treatment plant to serve the growing needs of the Pala Band of Mission Indians’ reservation, spa and casino. Based on the success of this, their first attempt at design-build, the Tribe’s construction staff are now firm believers in this project delivery method.
