
Owner Education Fund
The goal of the Fund is to advance the awareness, understanding and use of design-build as a project delivery method by owners. The complimentary registration provides an opportunity for owners to network with other owners, and to share their experiences with various project delivery methods.
This fund covers complimentary registration only (a $500 value) to the 2010 Design-Build for Water/Wastewater Conference. Recipients will be responsible for all other related costs, including travel and lodging. A maximum of ten (10) individuals will be selected.

Owners Forum

At DBIA's Owners Forum, ou will have the opportunity to meet face-to-face with other owners experienced in all methods of project delivery. You and your peers will share your views, answer questions and discuss how DBIA can further support owner needs—without any pressure from those selling products and services. DBIA is looking for the most appropriate effective and timely strategies to address the needs, facilitate the opportunities and minimize the obstacles faced by owners as they seek to understand and utilize the project delivery method most appropriate to their needs.
Owners wishing to attend the Owners Forum only may do so at no charge. However, registration is still required. For those wishing to attend the entire conference, limited complimentary registrations are available through DBIA's Owner Education Fund.

Corona del Mar Water Treatment Plant Phase 2 Upgrades and Modifications
Goleta, California
Owner: Golenta Water District
This $20.7 million design-build project encompassed upgrades, modifications and new construction to a 35-year-old, 36-million-gallons-per-day water treatment plant. Through this project, the Goleta Water District was successful at establishing and conveying its philosophy and goal to the community on the importance of becoming a responsible steward of the environment, water and energy resources.
Pala Casino, Spa and Resort Wastewater Treatment Plant and Lift Station Rework
Pala, California
Owner: Pala Casino, Spa and Resort, Pala Band of Mission Indians
The J.R. Filanc Construction Company/HDR Engineering team designed and built a new wastewater treatment plant to serve the growing needs of the Pala Band of Mission Indians’ reservation, spa and casino. The project was completed ahead of schedule, with a perfect safety record and under budget despite environmental approval delays related to the California Gnatcatcher. Based on the success of this, their first attempt at design-build, the Tribe’s construction staff are now firm believers in this project delivery method.
