Diana has over twenty-eight years experience and demonstrated expertise in contracting, acquisition planning, and project management. During her career with the Department of Defense she held positions as a contracting officer, procurement analyst, integrated product team leader, and deputy project manager. She provided expert business advice for the development and production of chemical/biological warfare, F100 engines, B-52 bomber modernization, and covert programs. While an analyst in two major command headquarters, she created and oversaw command acquisition policies in source selection and past performance. As a senior member of the Air Force's Centralized Request for Proposal Support Team, Diana acted as a consultant throughout the acquisition community in the development of acquisition strategies for major weapon systems. She was the Acquisition and Contracting Leader for the Department of Defense's Pentagon Renovation Program, overseeing construction and information technology contracts valued at $4+ billion. In that capacity, she played a leading role in turning around failing construction business processes and introduced new acquisition concepts to the Program that are directly accountable for its overwhelming success. Diana also managed the issuance and definitization of letter contracts valued at $760 million for the emergency repair and recovery of the Pentagon as a result of the 11 September 2001 terrorist attack. She is a two-time recipient of the David Packard Excellence in Acquisition Award, the Department’s highest acquisition award.
Her current consultancy expertise comprises acquisition planning and execution for complex systems and construction projects, including development of effective solicitations and proposals, source selection approaches, and contract incentives. Recent/current clients include the Air Force’s B-2 Spirit Bomber Program Office, the Design-Build Institute of America, the U.S. Army Corps of Engineers Hurricane Protection Office in New Orleans, and the California Prison Health Receivership Corporation. Diana has also developed and delivers specialized training for ESI International/George Washington University and the Design-Build Institute of America.
