Rich Shelton is president of Royce Construction Services, LLC. Royce Construction Services provides management, design and construction for renovations, historical restorations, and new construction with an expertise in the design-build project delivery method with offices in Virginia and New York. Royce Construction Services is a VA certified, service-disabled veteran owned small business with more than 35 years of experience.
Prior to joining Royce Construction Services, Rich was the design-build operations manager for KBR’s Government and Infrastructure division targeting DoD opportunities. He was also the director of DoD Programs for Dewberry, an architectural/engineering firm in Virginia. There, he supervised numerous engineers; managed a variety of USACE and NAVFAC engineering services contracts and design-build projects; and served as the deputy PM for the design of the new $787M Ft. Belvoir Community Hospital.
Rich served for 20 years in a variety of U.S. Army Corps of Engineers and intelligence community organizations, retiring as a lieutenant colonel. He was assigned to various engineer combat and construction units within the U.S. and Europe; taught engineering at the United States Military Academy at West Point; served as the deputy commander of the Nashville District; worked as the senior HR engineer at Army Headquarters in the Pentagon; and deployed overseas and supported operatives as the chief of deployment operations with the National Geospatial-Intelligence Agency.
Rich and his wife Amy live in Reston, Virginia. They have three children, Jake (21), Sarah (17) and Royce (<1 year).
