Michael C. Loulakis is the founder of Capital Project Strategies, LLC, a specialized consulting firm providing strategic procurement, contracting, and risk management advice to owners on their capital projects. He has particular expertise on progressive design-build (PDB) projects, including on domestic and international power, petrochemical and process facilities. His public sector experience includes advising agencies on some of the country’s largest PDB projects, including Phase 1 of the Dulles Corridor Metrorail Project, Metropolitan Wastewater District’s Northern Treatment Plant and the City of Houston’s Northeast Water Purification Plant Expansion.
Mr. Loulakis has been one of DBIA’s most active members since the organization’s formation in 1993. He served on the Board of Directors and helped write DBIA’s standard form contracts. Mr. Loulakis also recently completed the development of DBIA’s “Design-Build Done Right™” publication, which identifies best design-build practices for all sectors of the industry. He is a prolific author about design-build and has written several books on the subject. In recognition for his contributions to the design-build industry, in 2013 DBIA awarded Mr. Loulakis its lifetime achievement award, the Brunelleschi Medal. He is a Fellow in the American College of Construction Lawyers and a member of the National Academy of Construction. Mr. Loulakis holds a civil engineering degree from Tufts University and a law degree from Boston University School of Law.
