The Oregon Department of Transportation (ODOT) completed the Mt. Hood to Chemult project in 2006. Mt. Hood to Chemult was one of the first projects completed in the OTIA III State Bridge Delivery Program, which is a part of Oregon’s 10-year, $3 billion Transportation Investment Act (OTIA).

Legal Briefs: Stipends & Payment for Work Product in Design-Build Procurements 
While an offer to pay compensation to unsuccessful proposers (whether such compensation is called a stipulated fee, honorarium, payment for work product, or stipend) may increase the owner’s direct costs of procurement, often substantially, public agencies that offer a stipend to shortlisted proposers believe that this expenditure is more than offset by the potential benefits of increased proposal competition, increased proposal quality and the potential for savings or other improvements in the agency’s program through use of the unsuccessful proposers’ ideas.

Maine Department of Transportation pioneered a new integrated project delivery method now referred to as “owner-facilitated design-build” for their largest project to date and first cable-stayed bridge. Penobscot Narrows Bridge & Observatory, near Bucksport, ME, opened to traffic on December 30, 2006.
