Security - A Constant Challenge for Design-Builders

Below is a listing of the stories in this month's DATELINE, organized by categories. The full text is available to DBIA members through the mail.

Featured Stories

Cover Story: Site Security Design
By Martha J. Droge, LEED AP, and Leonard J. Hopper, FASLA
The fundamentals of site security design do not need to be complex or expensive, particularly for green-field design-build projects. Securing the perimeter of buildings with potential medium or high threat levels is best done through a thoughtful treatment of a perimeter area adequate in size to create a reasonable setback from the roadway.

Evaluating the Secure Electrical and Electronic Design-Build Landscape
By Rachel Fore, P.E.
In the new international “threat” environment, the protective design calculus for a facility tends to focus on the hypothetical external terrorist attack involving explosive force. Sadly, in many instances, this assumption of a likely source of attack on a facility is all too valid.

“Can We Afford Protection from Everything?”

By Richard G. Little, AICP 1

Following the terrorist attacks of September 11, 2001, the federal government intensified on-going efforts to develop comprehensive standards to enhance the physical security of federal buildings and protect those who work in and visit these facilities. These

Overcoming USACE Challenges by Utilizing the Design-Build Process
By Peter J. Rossbach, Jr., P.E.
The United States Army Corps of Engineers (USACE) is facing numerous challenges to execute successfully our Fiscal Year 2006 Military Construction (MILCON) program. These challenges include impacts stemming from Army Transformation, Integrated Global Positioning and Basing Strategy (IGPBS), Global War on Terrorism (GWOT), Base Realignment and Closure (BRAC), and USACE 2012 Implementation.

Perimeter Security Kit of Parts
By Caroline Alderson and Bayard T. Whitmore
As the U.S. government’s principal provider of office space for federal workers, the General Services Administration (GSA) has played a leading role, since its inception, in the development of design standards and model approaches to building upgrades and alterations. In security design for existing buildings, this means seamlessly retrofitting buildings to feel safe and be safe, in urban settings that still welcome the public.

Highway Transportation Security for the Design-Build Community
By Steven L. Ernst, P.E.
Though they may not always be the intended target of a terrorist attack, highway assets will always be critical to America’s ability to respond and recover from such an event.

Editor's Notes

It seems not that long ago that I wrote a few summary comments for the September 2004 DATELINE issue that focused on security challenges and design-build. Sadly, our world remains a dangerous place and if anything, we confront even more security challenges, often of growing sophistication and complexity.

Board Reflections

I was delighted to read the July-August issue of DATELINE focusing on healthcare. The authors collectively made a compelling case for the efficacy of design-build delivery in the health arena. Based on my own experience, I am certain that the time is right. The need for an effective delivery approach has never been greater.

The Ethics Advisor
By G. William Quatman, Esq., FAIA, DBIA
There’s a country western song by Little Texas that says, “You’d better dance with the one that brung ya.” It’s an old phrase but it takes on new meaning when applied to teaming arrangements in design-build competitions.

Publication Focus
By Larry Williamson
DBIA Associate Manager of Publications

Traditionally, most facility owners placed minimal emphasis on building security issues in the operation, design, and construction of various facilities. With the expensive costs and resources needed in implementing security procedures and systems, and also because many building owners had viewed the occurrence of terrorist attacks on their facilities as unlikely, building security was often perceived as a low priority consideration.
