Mark Alpert is a senior vice president for CH2M HILL’s Water Business Group and president of the Water Design-Build Council. With more than 35 years of experience, Alpert is responsible for developing and furthering the firms’ design-build business. Currently, Alpert directs the development of long-term design-build-operate and own-operate projects, in which CH2M HILL not only designs and builds a project, but also obtains the private-sector financing and ownership needed to implement the project. Alpert is based at the firm’s global headquarters in Denver, Colorado.

Walker Lee Evey is the president & CEO of the Design-Build Institute of America (DBIA). Prior to DBIA, Lee served as senior vice president of 3D/International, Inc., a design, management, and construction company that employs 600 professionals in 18 offices nationwide. While at 3D/International, he took a leave of absence to serve as senior advisor to the Iraqi Ministry of Housing and Construction in their rebuilding efforts. Before joining 3D/International’s team, Lee was the program manager for the 10-year, $4 billion Pentagon Renovation Program. He also served as the principal advisor to the Secretary of Defense and the Deputy Secretary of Defense for all matters relating to the Program. In that capacity, Lee championed the use of design-build delivery, achieving significant cost savings and rapid project completion.

Madeline F. Goddard, P.E., is currently the Water Services Superintendent for the Planning Research and Program Management Division for the City of Phoenix. She is responsible for the development and management of the department’s $1.8 billion Water and Wastewater Capital Improvement Program (CIP), including implementation of a new project controls system; coordination of sewer, water and treatment plant master plans; integration and maintenance of the water and wastewater system models with GIS; and managing research efforts in new technology including desalination and security. She has over 20 years of services in the water industry. She served as procurement project manager for the Lake Pleasant Water Treatment Plant. She holds a Master’s degree in Sanitary Engineering and a Bachelor’s degree in Civil Engineering. She is a Registered Professional Engineer in the Arizona.

Scott Haskins, Branch Director for Utility Systems Management at Seattle Public Utilities, is responsible for providing executive direction for Water, Wastewater, Drainage, Solid Waste and Asset Management functions. He has written numerous articles and contributed many papers and presentations at national and international symposiums on contracting and utility management issues; and has provided expertise and consulting to other public utilities, government officials, and foreign governments on design build best practices. Seattle Public Utilities has received numerous awards for their work on Seattle’s Tolt and Cedar River water and treatment facilities.

Oscar Khoury is the Acting Deputy Director of the Engineering and CIP Management Division, Water Department, City of San Diego. He manages a CIP Program of $600 Million over the next four years. He has been involved with all aspects of CIP development, execution and financing. He is an active member of AWWA and DBIA, a member of DBIA’s Designation Board, and is the immediate past chair of the Owners’ Council. He earned a Bachelor of Engineering Degree in Civil Engineering from the American University of Beirut, and a Master of Engineering in Civil Engineering from the University of Texas, and is a California registered civil engineer.

John R. Quarendon joined American Water Services Company at the request of the CEO of ThamesWater (TW). Since then, he has directed the entire Lake Pleasant DBO Project. A mechanical engineer by training, he has over 33 years of engineering experience on DB, DBO, and traditional DBB delivery modes of major water and wastewater projects throughout the world. He has worked on projects literally in every continent of the world. Recent projects include the West Bangkok 300 MLD Grassroots WTP and the Chestnut Project in Singapore, an advanced 260 MLD WTP. He holds two degrees in mechanical engineering from the United Kingdom.

Tanveer Rao, P.E., is a water/wastewater business development manager with HDR. He has more than 23 years of experience marketing and managing design-build and general contracting projects for the public and private sectors. He is widely published and is a frequent speaker at conferences covering design-build issues.

Cara Woodson Welch, Esq., is Vice President, Advocacy and General Counsel with the Design-Build Institute of America (DBIA). She has over 15 years of association management, government affairs and legal experience. Prior to DBIA, she was the American Society of Landscape Architects (ASLA)‘s Legal Counsel and Director, Government Affairs. In that role, she headed up a government affairs department that focused on state and federal issues, including licensure, transportation, water/wastewater issues, historic preservation, parks and many other issues. Previously she has held positions at the National Association of Realtors, The American Institute of Architects and the National League of Cities. She has also held positions at all levels of government, federal, state and local. She holds a BA from Macalester College, St. Paul, MN and a JD from Georgetown University Law Center in Washington, DC. Cara is licensed to practice law in DC and Pennsylvania.
