David D. Balz, senior vice president for Haskell’s Education Facilities Division, leads one of the largest divisions in the firm with over $100 million of annual revenue. The division provides design, construction, finance and operation of education facilities including traditional public schools, charter and private schools, and post-secondary institutions. Dave has been a driving force in Haskell’s enviable position in Florida Public Sector work, as well as public-private partnerships. He has effectively lobbied and advocated the acceptance of the design-build delivery system in the public sector. He is active in community support and professional organizations where he has held positions of leadership.

Rebecca Campbell is an educator who has written for publications for 15 years, often highlighting the construction industry. She is currently the safety and HR manager for Irvine-based Pan-Pacific Plumbing & Mechanical.

Mark Hanson, Ph.D., LEED AP, is director of sustainable services for Hoffman LLC, an architecture and construction management firm. Hanson works with Hoffman staff to provide sustainable project delivery services for all the firm’s projects. A graduate of Harvard and the University of Wisconsin, where he earned a doctorate in Environmental Studies, he was a founding member of the Wisconsin Green Building Alliance.

G. William Quatman, FAIA, DBIA, is the 2007 Chair of AIA’s Design-Build Knowledge Community, with over 8,500 members. He is the past chair of DBIA’s Laws and Regulations Committee and a frequent speaker at DBIA Conferences. Bill is the author of Design-Build for the Design Professional and served as chief editor for the book The Architect’s Guide to Design-Build Service. He is also a member of the DBIA Designation Board.

D.K. Ruth is the director of the Design-Build Masters Program, co-founder and director emeritus of the Rural Studio, an alumni professor and the recipient of the Algernon Sydney Sullivan award for Auburn University. He has served as head of the School of Architecture and dean of the College of Architecture, Design and Construction. He holds a bachelors degree in architecture from Auburn University and a masters degree in architecture from Harvard University. He is a national lecturer on service learning, community design involvement and context-based instruction and has presented to international audiences in Norway, South Africa and the United Kingdom. He is also a 2006 winner of DBIA’s Distinguished Design-Build Leadership Award.

Edward Thomas is vice president and general manager for Follansbee Steel, the only manufacturer of a pre-painted or natural terne roof and the leading supplier of metal roofs for new and retrofit commercial, residential and historic projects. Mr. Thomas began his duties with Follansbee in 1986 as an inside sales representative and advanced through the company to his current position. During those 19 years, Ed’s responsibilities took him into a variety of operational areas including terms of service as director of design and CAD operations, vice president of operations, and vice president of sales.

Stephen Turner, P.E., is managing director, northeast region, for CTG Energetics, Inc. A consulting mechanical engineer by profession, he specializes in mechanical, electrical, and energy systems for buildings and academic campuses. He currently chairs ASHRAE’s Standard 55 Thermal Environmental Conditions for Human Occupancy Committee and the Rhode Island Energy Code Subcommittee.

Cara Woodson Welch, Esq., is Vice President, Advocacy and General Counsel with the Design-Build Institute of America (DBIA). She has over 15 years of association management, government affairs and legal experience. Prior to DBIA, she was the American Society of Landscape Architects (ASLA)‘s Legal Counsel and Director, Government Affairs. In that role, she headed up a government affairs department that focused on state and federal issues, including licensure, transportation, water/wastewater issues, historic preservation, parks and many other issues. Previously she has held positions at the National Association of Realtors, The American Institute of Architects and the National League of Cities. She has also held positions at all levels of government, federal, state and local. She holds a BA from Macalester College, St. Paul, MN and a JD from Georgetown University Law Center in Washington, DC. Cara is licensed to practice law in DC and Pennsylvania.
