Cover Story: J.S. Bach Meets Design-Build

From about 1717 to 1723, composer Johann Sebastian Bach was in the “Cöthen” period of his life, where he served as Kapellmeister – the highest musicianfs rank for the period – for Prince Leopold of Anhalt-Cöthen in Germany. During this period he composed most of his sonatas, including “Sonata No. 3 in E Major” for violin and keyboard.

The Australian government was a bit more at ease at the end of November. The eastern half of the country had above-average rainfall for the month - quite a departure from months before, where some sections of the country set drought records.

The complex and showy Charlotte, N.C., mixed-use development would be a $125 million project with 417,000 square feet of office buildings, two seven-story precast concrete parking decks, 180 condominium units and nearly 100,000 square feet of retail space, with various other roads, additional on-street parking and utilities.

In 1996, Florida’s West Coast Regional Water Supply Authority (which became Tampa Bay Water in 1998) wanted to develop a desalination facility as a new drinking water source for the region. In order to reduce risks and costs, they originally selected the design-build-own-operate-transfer (DBOOT) project delivery method.

Most municipalities can point to at least one chronic problem area within their sewer system — frustrating mazes of cracked or broken pipes, root intrusions, leaking laterals and illegal connections that consistently require repair. Typically, it can take several years to achieve significant infiltration and inflow (I/I) reductions in a problem-plagued system. But what happens when these problems need repair?
Legislative Update

Design-build lost out in Congress last month as design-build provisions were not included in the giant $516 billion omnibus spending bill passed before the holidays. In an excruciatingly slow process, Congress decided to roll 11 different appropriations bills into one and pass it after being unable to pass separate appropriations bills earlier in the year.
