In 2000, the Oklahoma Legislature enacted HB 1564, an amendment to the Public Building Construction and Planning Act, which allowed design-build procurement, enabling the qualification-based selection of a joint-venture firm to design and construct a dome on the Oklahoma State Capitol.

The design-build design process is one of the most difficult functions to manage because of its iterative nature and the large numbers of interdependent activities that must be aligned with the construction schedule. Since 2006, annual military construction budgets have increased about 33 percent a year, cumulating in a 2009 budget of more than $24 billion. This bright spot in the overall architecture, engineering and construction (AEC) industry, which recently has seen considerable reductions in growth, is even better for design-builders, as 80 percent of this work is projected to be design-build.
