The Fastest Track 

On Sept. 18, a little after 5:00 a.m., with lights flashing and horns blowing, the first vehicles rolled across the new St. Anthony Falls Bridge in Minneapolis. The bridge was designed and built in just over 13 months, three months less than the original, extremely tight, schedule.

Design-build offers a lot of advantages to an owner or developer looking to achieve LEED® certification or one of the higher LEED ratings. The most important benefit is often not recognized as such, and that is the assembly of a professional team that knows how to work together in the early stages of the project. A green project requires careful planning and serious commitment to the guiding principles established by the U.S. Green Building Council (USGBC).

New LEED Strategies

The U.S. Army is one of the largest design and construction customers in the world. With more than 76 million residential units and almost five million commercial buildings, it also holds almost all of its buildings through the entire lifecycle of the structure. Since 2000, the Army has focused on incorporating sustainable design and development programs into all of its design and construction efforts. In 2006, the Army adopted the United States Green Building Council (USGBC) LEED rating system as the methodology to achieve its sustainability goals. The Army has set as its standard that all projects will be capable of achieving a Silver rating.

On Sept. 12, 2006, the U.S. Army Corps of Engineers (USACE) — Baltimore District selected design-builder Grunley Construction Company Inc., with Samaha Associates Inc. as its lead designer, to deliver a new state-of-the-art child development center (CDC) and school age center (SAC) to the military and civilian community serving the mission at Ft. Myer, Va., and the Pentagon.

Recently published by the Construction Management Association of America (CMAA), PROGRAM MANAGEMENT: Concepts and Strategies for Managing Capital Building Programs takes a comprehensive look at program management and applies it to various aspects of building and construction.

Board Reflections

As we look back on the last few months we see new realities starting to set in on our industry: the financial markets in turmoil, led by a collapse of the housing market and the sub-prime mortgage industry; major bank failures, centuries old investment banks going under or being bought out; and a re-distribution of the capital that feeds our growth.

Throughout 2008, DBIA has been having a series of meetings with the House of Representatives and Senate as it pertains to both the Appropriations and authorization/oversight processes concerning the significance of design-build with the federal government.
