Challenge Design-Build Project Delivery Addressed:
While a primary goal for two-phase design-build procurements is to save time and money, USACE chose design-build as the delivery method that best facilitates flexibility, teamwork and innovation under a fast-track timeline. This allowed multiple stakeholders to work together nimbly, under uncertain conditions and an incremental funding structure, to transform a set of obsolete buildings into an iconic, collaborative, highly secure intelligence headquarters.

Summary:
Since 9/11, the U.S. Government has moved toward the concept of “intelligence integration” – centralizing and improving knowledge-sharing in the fight against terrorism. ODNI’s 750,000sf Intelligence Community Campus – Bethesda (ICC-B) offers a secure environment designed to promote collaboration among the Intelligence Community. Completed by design-build team Whiting-Turner, AECOM, EwingCole, Leo A Daly and DBI, ICC-B re-imagines and re-positions a set of imposing and outmoded governmental buildings into a secure, sustainable, state-of-the-art intelligence headquarters.
